Feds Bill Chino Slaughterhouse $67M For Beef Recall A judge has refused to dismiss charges against a man caught on video dragging sick cows and shocking them at a Southern California slaughterhouse.

Judge Gerard Brown rejected arguments Thursday that Daniel Ugarte Navarro bore no liability for the apparent mistreatment at Chino-based Westland/Hallmark Meat Co.

Navarro's lawyer contended the charges should not apply to his client because the slaughterhouse - not Navarro - had custody over the animals.

But Brown said Navarro, as a slaughterhouse employee, did have custody over the cows.

Navarro has pleaded not guilty to five felony counts and three misdemeanor counts of animal abuse.

Prosecutors offered him a plea deal this week that would get him to a nine- to twelve-month jail term.
